Updated: CCG and CGC Comics Statement on Holder Tampering Incident

The Certified Collectibles Group® (CCG®), which includes Certified Guaranty Company® (CGC®), has shared another update on the comic book holder tampering incident.
CCG filed a lawsuit against the individual and his partner who tampered with CGC comic book holders to replace higher-graded comic books with lower-graded comic books of the same type. On February 13, 2024, we obtained a Preliminary Injunction Order prohibiting the defendant from doing anything related to CGC-graded books, pending the final hearing and ruling in the case. The lawsuit is working its way through the court system, and we will provide an update when there are any significant developments in the case.
In addition to our ongoing efforts to prosecute this fraud, we are continuing to make improvements to the security of our encapsulation process. Already, many customers have noticed a significantly stronger seal on our holders. We are currently testing further improvements to the seal along with high-tech solutions that will enhance the security of our process and holders. Watch for updates in the coming months about the specific improvements that we are making.
We sincerely apologize for the delays in compensating customers who have made claims. CCG is working as expeditiously as possible to set up a process to address each and every customer who has made a claim. We are committed to making everyone impacted by this incident whole, even if it takes longer than we had hoped.
We have received some questions about the list of potentially impacted books that we released on January 3, 2024, and have added some new FAQs below:
What does it mean if a certification number has been struck through?
Any certification number that is struck through has been reviewed by the CGC grading team. A strikethrough does not mean that the holder has been tampered with or not tampered with; it only means that the book has been reviewed.
Why do some of these books have a new grade date in Verify CGC Certification?
If a book has a new grade date in Verify CGC Certification, it has been reviewed. This grade date simply means that the grading record for that certification number was updated in some way on that date.
Why do some of these books not have a grade at all in Verify CGC Certification?
If a book’s grade is vacated, the book is currently at CGC.
What happens with the books after CGC completes its review?
If CGC determines that a book has been tampered with, the book will be held by CGC pending the outcome of the insurance claim and legal process. If CGC determines that the book has not been tampered with, the old certification number will be deleted, the book will be assigned a new certification number, encapsulated, and returned to the submitter.
Will CGC share the results of its reviews?
Due to the ongoing investigation and legal process, we will not be providing a list of the final determinations of these books at this time. We will reassess once this process is complete.
How often is this list being updated?
This list is being updated weekly; however, it is updated manually, so there may be a slight difference in timing between updates that appear in Verify CGC Certification and updates that appear on this list.

The Certified Collectibles Group® (CCG®), which includes Certified Guaranty Company® (CGC®), has released updated information related to the incident involving an individual tampering with CGC Comics holders.
Based on current information, we believe that approximately 350 comic books are affected. A list of the impacted books has now been posted on the CGCcomics.com website.
If you purchased one of the comic books included in this list, you can submit it to CGC Comics for review. (Instructions to submit an eligible book for review are below.) If your book is determined to be correctly graded, it will be reholdered with a new certification number and returned to you at no charge. If your book is determined to be incorrectly graded, our support team will contact you. You may be asked to submit certain additional documentation as part of the review process.
The list of impacted comic books will be periodically updated as books are submitted for review. Our goal is to remove all impacted certification numbers from the market and ensure that anyone who purchased one of these books is appropriately compensated for losses arising from any failures in our services.
CCG exists to protect the collecting community, and in the last 36 years we have certified more than 85 million collectibles, each one backed by a comprehensive guarantee. The trust that we have built with our community sometimes makes us a target of bad actors and, despite our vigilance, this individual tampered with some of our holders.
In addition to the initiatives described above and as previously reported, we have also retained a leading private investigative service and outside counsel to conduct a comprehensive review of this incident and our processes, and to help ensure that this individual is held accountable to the fullest extent of the law. We have already made significant improvements to our processes as a result of this incident, and we will continue to take appropriate steps to help ensure that this type of incident does not happen again.

Instructions for Submitting an Eligible Book for Review
- Go to CGCcomics.com and either sign in or create a free account. You do not need to be a paid CGC member to submit an eligible comic book.
- After signing in to your account, go to “Submission Forms” under “Submit” in the main menu.
- Choose the online submission form for Comics/Magazines and start a new order.
- Select your collectible type and then “Regular Grading Submission” and “Mail-In or Show Drop-Off.”
- Select “Holder Review” under “Special/Return Services” and enter all required information.
Use this service only for books listed here. There is no charge for this service (and all shipping fees will be paid by CGC) if your book is on this list. If your book is not on this list, please email ReportFraud@CollectiblesGroup.com. Ineligible books will be moved to the appropriate service and the submitter will be responsible for any fees.
- Print your packing slip and mail it along with your book to CGC. Write “HRV” on the outside of your shipping box.
FAQs
What happens when I submit a book for Holder Review?
If your book is determined to be correctly graded, it will be reholdered with a new certification number and returned to you at no charge. If your book is determined to be incorrectly graded, CGC will retain your book as evidence, and you will be compensated for the current fair market value of an accurately graded book at the original incorrect (higher) grade. Fair market value is calculated in accordance with the CGC Guarantee.
Why does CGC ask for my purchase receipt when I submit a book for Holder Review?
CGC's request for your purchase receipt helps in our fulfillment of the CGC Guarantee as well as our ongoing investigation of this incident.
How did CGC create the list of impacted books?
Due to the ongoing investigation, at this time we cannot share how we determined which books were impacted.
What changes are being made because of this incident?
CGC is always evaluating ways to make our processes better and our holders more secure. Every reholder submission is now being reviewed by a Senior Grader, and we have made other significant improvements to our processes as a result of this incident. We will continue to take appropriate steps to help ensure that this type of incident does not happen again.
We will make an announcement if we have any new information to share about updates to our processes or holders. However, please understand that some updates will not be made public because they are proprietary and relate to security.
Will the list of impacted certification numbers be retained?
We will retain the list of impacted certification numbers on this page of our website. As impacted books are returned, the certification number will be struck through, indicating it is no longer valid and the book has been given a new certification number. Certification numbers that are no longer valid will not be searchable in the Verify CGC Certification database, consistent with our normal reholder process and to ensure that there is no duplication in the CGC Census population report.

CGC is contacting the owners of impacted books in the CGC Comics Registry to request that they submit the books for Holder Review.
